This role involves maintaining the company's short and long term asset management and capital planning frameworks and performing various technical analyses to support key decision making and drive project outcomes.</p><p>This role provides essential technical analysis and compliance support to the Senior Leadership Team, the Independent Engineer, and TxDOT. Responsibilities include preparing engineering analyses and evaluating design and operational alternatives, and leading coordination of design activities across disciplines. As a core technical resource for the company, this role provides critical insights and robust support for optimal operational and capital decision-making.</p><p><strong>Key Responsibilities</strong></p><p><strong>Asset Management Business Intelligence</strong></p><p>· Manage annual pavement inspection program, including subconsultant oversight and interpretation of results</p><p>· Manage bridge inspection program, including subconsultant oversight and interpretation of results</p><p>· Develop forecasts of maintenance and capital needs using inspection data, asset condition trends, and life-cycle cost analysis</p><p><strong>Advance Project Development</strong></p><p>· Lead project scoping and requirements definition for capital and maintenance projects</p><p>· Develop or procure and manage consultants for preliminary engineering deliverables including plans, specifications, and estimates</p><p>· Scale direct performance versus consultant-led delivery based on project complexity and internal capacity</p><p><strong>Traffic Engineering</strong></p><p>· Conduct signals and traffic control device warrant studies</p><p>· Develop and implement traffic safety initiatives</p><p>· Perform 10-50 reviews and other operational traffic assessments</p><p><strong>Third-Party Developer Coordination</strong></p><p>· Manage capital project change orders and developer coordination for major initiatives</p><p>· Oversee major commercial access submittals including traffic impact analyses, hydrology and hydraulics review, and donation agreements</p><p>· Oversee minor commercial access submittals, typically requiring technical memoranda for traffic and H&amp;H</p><p>· Review residential access and driveway permit requests with staff augmentation support</p><p>· Review and approve utility accommodation requests with staff augmentation support</p><p><strong>Quality Program Management</strong></p><p>· Administer document control processes including change control and maintenance of the effective document register covering the FCA and amendments, Facility Management Plan, subsidiary or independent QMPs, and other contract documents</p><p>· Oversee record control processes for storing and safeguarding records generated under the FMP and related processes, including inspection reports, KPI reports, operational and project reports, budgets, and personnel records</p><p>· Lead quality assurance activities including vendor qualification, personnel training and certification tracking, and verification that functional areas implement appropriate quality controls</p><p>· Conduct auditing and compliance reviews to verify processes are followed, records are generated and maintained, and outcomes meet or exceed contractual and regulatory requirements</p><p>· Drive continuous improvement by incorporating feedback from successes and failures and revising policies and procedures accordingly</p><p><strong>Qualifications</strong></p><p>Required</p><p>· Bachelor's degree in Civil Engineering or equivalent</p><p>· Texas Registered Professional Engineer (PE) license</p><p>· Minimum five (5) years of experience in design and construction of transportation or infrastructure projects, including experience managing engineering for projects with a construction value exceeding $13 million</p><p>· Knowledge of quality control and quality assurance plan content and structure; experience on projects executed under a Quality Control Plan</p><p>· Experience coordinating design activities in a design/build delivery environment</p><p>· Strong analytical, technical writing, and organizational skills; ability to manage multiple concurrent workstreams under regulatory and contractual deadlines</p><p>· Experience in management reporting including planning, development, and performance tracking</p><p><span></span></p><p><strong>About Us:</strong></p><p>Here at SH 130 Concession Company, LLC our vision is to provide the safest and most reliable travel choice on our publicly-owned Central Texas toll road, connecting communities and businesses, and supporting regional economic development. This position is responsible for maintaining existing business relationships and generating new business opportunities. The position serves as a key company contact to the freight operators and reports to the Chief Executive Officer and works closely with the Senior Leadership Team to successfully drive revenue initiatives.</p><p><strong>Job Description:</strong></p><p>Head of Freight Business Development responsibilities include but are not limited to:</p><p>· Lead and coordinate both inside and outside sales activity targeting retailers, local distributors, logistics companies, and national freight companies utilizing trucks through the Central Texas corridor</p><p>· Proactively pursue new freight customers by coordinating customer meetings, seminars, webinars, lunches, and conferences detailing the economic benefit of using the SH 130 corridor</p><p>· Understand and promote the company’s customer-focused model detailing cost/benefit analysis of using SH 130 to secure new customers</p><p>· Target and meet with distributors located in Laredo, Rio Grande Valley, San Antonio, and Dallas to drive an increase in SH 130 freight traffic</p><p>· Engage and communicate with current accounts to ensure the highest level of customer satisfaction</p><p>· Regularly make outbound calls and coordinate meetings to list potential identified customers</p><p>· Coordinate and manage existing freight rebate program and develop new incentive programs</p><p>· Identify, connect and build relationships with fleet’s route optimization decision makers</p><p>· Identify, connect, and build relationships with entities such as BestPass, PrePass, and Drivewyze.</p><p>· Utilize CRM or equivalent to document sales and business development activity while tracking key success metrics</p><p>· Work with Communications Manager on plans and strategies targeting potential freight customers</p><p>· Attend freight and transportation industry trade shows to engage potential customers and promote the economic benefits of SH 130</p><p>· Initiate and complete customer surveys</p><p>· Propose new ideas and strategies to increase freight volume</p><p><strong>Qualifications (Knowledge, Skills &amp; Abilities):</strong></p><p>Education &amp; Experience:</p><p>· Bachelor’s degree in Business Administration or equivalent</p><p>· At least five years’ experience in the freight or transportation industry preferably with at least three years’ sales experience</p><p>· Relationships with Executives and Managers of national freight carriers operating in Central and South Texas</p><p>· Understanding of Texas highway infrastructure</p><p>Professional Qualities:</p><p>· Must be able to drive results.
